Why won't my iPhone photos open?

Since iOS 11, iPhones save photos as HEIC (High Efficiency Image Format). It's smaller than JPG at the same quality — great on the phone, annoying everywhere else. Windows Photo Viewer, lots of websites, older Android phones and many upload forms simply can't read HEIC.
